In January 2024, two passengers aboard the Norwegian Joy cruise ship were arrested for attempting to smuggle approximately 158 pounds (71.9 kilograms) of marijuana in their luggage. The individuals, Michael Quesenberry and Savannah Rose Minami, were preparing to embark on a voyage from Miami, Florida, to Southampton, England, when law enforcement intervened.

Authorities discovered 56 vacuum-sealed bags containing marijuana in Quesenberry’s luggage after a drug-sniffing dog alerted them. Quesenberry claimed the marijuana was for personal use and presented a medical marijuana card from California. Subsequently, Minami’s luggage was also searched, revealing an additional 56 bags of marijuana.
Both individuals were charged with conspiracy to possess with intent to distribute a controlled substance and possession with intent to distribute a controlled substance. They pleaded not guilty and were released on bonds, surrendering their passports. If convicted on all counts, they each face up to 80 years in prison and fines up to $4 million.
Norwegian Cruise Line emphasized its commitment to passenger safety, stating that it reserves the right to confiscate prohibited items and notify authorities when necessary. The company prohibits all illegal narcotics, including marijuana prescribed for medical purposes, as well as products containing CBD or THC.
